Board of Directors 

Gilbert Black, Grace City – Past President - Term 2025

Originally from McHenry, ND, graduate of Valley City State University and NDSU.  Lives and farms near Grace City, ND with his wife Jo Anne for the past 40 years.  Have one daughter Jessica & Pete Johnson, Kensal, ND; three sons, Gavin & Sandi Black, Grace City, ND; Travis & Katie Black, McHenry, ND; Ryan & Kasey Black, Fargo, ND; and fourteen grandchildren.

Retired from Superintendent of Midkota Public School.  Became part time Superintendent at Kensal Public School in 2020. Activities and pastimes include hunting, fishing, sporting events and being a grandparent.  Elected to the board of directors in 2013 representing Ward 1 and reelected in 2022.

 

David Hovendick, Warwick  – President - Term 2027

David went to grade school and high school in Minnesota and was a graduate of the Wadena Area Vocational Technical Institute with a degree in Civil Engineering Technology. David moved to the Devils Lake area in 1979 for a temporary 3 year stay. David “still” lives in the area with his wife Connie, north of Warwick. They have 4 children and 11 grandchildren. David has been a Professional Land Surveyor since 1994 and presently operates his business out of his home. David enjoys traveling, reading and spends some of his free time on the water or the ice. David is currently on the Lohnes Township Board, is a past president of the Prairie Wood Development Association, and has been on miscellaneous church boards.  David was newly elected to the Greater Ramsey Water District board in February, 2013 and reelected in 2022 representing Ward 1.

Doug Mohr, Devils Lake – President - Term 2025

Has spent most of adult life in the Lake Region area.  Married to Cecilia and has one son, Patrick.  Work experience includes banking, education and real estate and is now retired.  Hobbies include hunting and spending time at the lake.  Elected to the board of directors in 2008 and reelected in 2020 representing Ward 2.

Allen Johnson, Devils Lake –  Vice President - Term 2026

Allen is originally from Silverton, OR.  He graduated from Esmond in 1989 while helping a family friend on the farm.  After moving to Devils Lake, attended Lake Region State College.  Johnson started working with an area farmer, later became partner and is currently farming with this wife Jennifer and four children.  Allen and Jennifer look forward to hosting foreign exchange students again through EF.  Interests include hunting, wood working and doing things outside with family.  Johnson sits on the board of Lake Region Grain (CHS) and was elected to the board at Greater Ramsey Water District in 2018 representing Ward 1 and was reelected in 2021.  Currently serving as the President of the local National Wild Turkey Federation in Devils Lake – Lake Region Longbeards.

 

Paul Becker, Crary –  Term 2027

Paul, along with wife, Kimberly, farm in northern Ramsey County.  They have three adult children, and one grandchild.  Becker has been involved in farming for over 40 years as a fifth-generation farmer with a centennial farm that has been in the Becker family for over 140 years.  Becker is a graduate of Devils Lake High School, Lake Region Junior College and NDSU, with a degree in Agricultural Economics.  Involved in many community activities; currently a board member of Ramsey County Fair Board, Ramsey County Zoning and Planning, and Ramsey County Farm Bureau.  Paul & Kim enjoy their summers with a camper at East Bay Campground on Devils Lake.  Becker represents Ward 3, has served the District since 1998 and was reelected in 2021.
